If Andrew Baggott really wants to encourage local business, free enterprise, voluntary organisations and freedom of speech, then why charge anyone wanting to leaflet in the town centre (Jan 6)?
This would be fair policy as it costs nothing to the council if a group or individual wants to distribute leaflets. In fact, surely there is an administrative cost to the council for collecting such a charge.
It seems this is just another way to squeeze a little more from hard pressed local businesses, campaigners and voluntary organisations.
