Essex County Council Planning Application Essex County Council Town and Country Planning Act 1990 (As Amended) Notice under Article 15 of the Town and Country Planning (Development Management Procedure)
Order 2015 And Regulation 22 of the Town and Country Planning (Environmental Impact Assessment) Regulations 2011
Essex County Council has received further information in relation to an Environmental Statement which was submitted with a planning application made by RSPB on 7th February 2017 and published on 16th February 2017 for Continuation of the development of a coastal nature reserve without compliance with: Conditions 2 (Submitted details), 26 (Maintenance of Rights of Way and permissive routes), 38 (Completion by 31 December 2025), 39 (Removal of construction equipment by 31 December 2025) and 40 (Importation of waste via River Crouch only), AND without compliance with Conditions 4, 5, 6, 7, 9, 12, 13, 15, 16, 18, 19, 22, 23, 24, 25, 27, 28, 29, 30, 34, 35, 36 and 41 attached to planning permission ref ESS/44/14/ROC, TO ALLOW modifications to the landform design within Cells 2, 3 and 4 (negating the need to import waste material and no further breaching of sea walls) and to bring forward the proposed date for completion to 2022, TOGETHER WITH the redesign and extension of the parking area, addition of access ramps to the northerly sea wall in Cell 5, the use of the material handling area for storage of dismantled infrastructure and associated works at Wallasea Island Wild Coast Project, Creeksea Ferry Road, Wallasea Island, SS4 2HD -ESS/13/17/ROC.
The proposed development may not accord with the provision of the
Rochford District Core Strategy Adopted 13th December 2011,
Rochford District Allocations Plan Adopted 25th February 2014, and
the Rochford District Development Management Plan Adopted
16th December 2014 in force in the area which the land to which the
application relates is situated.
Footpath 21 may be affected by the proposal.

(B1013 Cherry Orchard Way) (Temporary 30MPH Speed Limit) Order 2017
Notice is hereby given that the Essex County Council has made the above Order under Section 14(1) of the Road Traffic Regulation
Act 1984.
Effect of the order: To temporarily introduce a 30mph speed limit on B1013 Cherry Orchard Way in the District of Rochford, from a point approximately 58 metres north of the access to Rochford Business Park, northwards to a point approximately 240 metres north of its junction with Cherry Orchard Lane (The road is currently 50MPH). 'The Essex County Council (B1013 Cherry Orchard Way, Rochford) (Combined Speed Limit) Order 2010' is hereby temporarily suspended insofar as it relates to the 50MPH on the above length of road only. All other restrictions will remain in force.
The temporary speed restriction is scheduled to commence 1 May 2017 to 18 August 2017 or where appropriate signs are showing and weather permitting, and is required for the safety of the public and workforce while development works are undertaken. The Order will come into effect on 1 May 2017 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.
(Chapel Lane, Hadleigh) (Temporary No Waiting Restriction) Order 2017
Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under Section 14(1) of the Road Traffic Regulation Act 1984. Effect of the order: Totemporarily 'No Waiting between 8am to 6pm' on the Chapel Lane, Hadleigh in the Borough of Castle Point on the both sides of the carriageway, from its junction with A13 London Road, south for a distance of approximately 560 metres.
Tile numbers TQ805 870, TQ800 870, TQ800 867 of The Essex
County Council (Castle Point Borough) (Permitted Parking Area and Special Parking Area) (Consolidation) Order 2008 are hereby
temporarily amended to include the No Waiting between 8am to 6pm and suspend any existing parking and waiting restrictions on the above length of road only. All other restrictions and exemptions contained in the aforementioned Order and Amendments to that Order shall remain in force.
The temporary restrictions are scheduled to commence on 6 May 2017 to 7 May 2017 and are required for the safety of the public and to facilitate the Hadleigh Park International Event The Order will come into effect on 6 May 2017 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Gardiners Lane North, Ramsden Crays) (Temporary Prohibition of Traffic) Order 2017
Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under Section 14(1) of the Road Traffic Regulation Act 1984. Effect of the order: To temporarily close that length of Gardiners Lane North, Ramsden Crays in the District of Basildon, from its junction with Southlands Road for a distance of approximately 65 m in a Northerly direction. The closure is scheduled to commence on 25th May 2017 for 1 day, or where stated on a valid permit. The scheduled dates may vary for these works (EC30034767757 - UK Power Networks) with appropriate signs showing and/or displayed on www.roadworks.org. The closure is required for the safety of the public and workforce while wire and pole works are undertaken by UK Power Networks.
An alternative route is available via: (South) Gardiners Lane North, A127, A132, A129 Gardiners Lane North.
(North) Gardiners Lane North, A129, Hardings Elm road, Pipps Hill road, A127, Gardiners Lane North.
The Order will come into effect on 25th May 2017 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.
(Lottem Road, Canvey Island) (Temporary Prohibition of Traffic & Clearway) Order 2017
Notice is hereby given that the Essex County Council has made the above Order under Section 14(1) of the Road Traffic Regulation Act
1984.
Effect of the order:
1. To temporarily close Lottem Road, Canvey Island, in the Borough of Castle Point, from its junction with Eastern Esplanade to its junction with Crescent Road.

2. A temporary 'No Stopping' restriction will be introduced on both sides of carriageway on the above lengths of roads for the duration of the closure to facilitate the works. Signs will be installed indicating when the No Stopping restriction will be in force.

An alternative route is available via Crescent Road, Maurice Road, Eastern Esplanade and vice versa.
The Essex County Council (Castle Point Borough) (Permitted Parking Area and Special Parking Area) (Consolidation) Order 2008 will be temporarily amended to include the temporary 'No Stopping at Any Time' restriction and suspend any existing parking and waiting restrictions on the above lengths of roads only. All other restrictions and exemptions contained in the aforementioned Order and Amendments to that Order shall remain in force. The works being undertaken will take place within an 18-month period from 27/04/17, exact dates will be specified on http://roadworks.org/. The roads will be closed to facilitate each phase and then re-opened to the public. Access will be maintained for emergency services. Diversion routes will be signed at each location and residents will be informed of the dates of each phase via letter / leaflet drop and advanced warning signs on the road.

(Lynton Road, Hadleigh) (Temporary Prohibition of Traffic) Order 2017
Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under Section 14(1) of the Road Traffic Regulation Act 1984. Effect of the order: To temporarily close that length of Lynton Road, Hadliegh in the District of Castle Point, from its junction with Fairlight Road for a distance of approximately 50m in a Northeasterly direction. The closure is scheduled to commence on 10th July 2017 for 5 days, or where stated on a valid permit. The scheduled dates may vary for these works (EC30034768359 - UK Power Networks) with appropriate signs showing and/or displayed on www.roadworks.org. The closure is required for the safety of the public and workforce while new electrical service works are undertaken by UK Power Networks. An alternative route is available via Fairlight Road, St Marks Road, St Johns Road and vice versa.
The Order will come into effect on 10th July 2017 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.
