Why should this be surprising " news"?

We live in an ever increasing violent, aggressive and defensive society, with too many dysfunctional families in the uk.
The respected organisation CEOP`s figures show that one child in the uk is raped every 20 minutes!!! And this is usually by another family member, mostly adults, ie father, uncle, so it`s not surprising at all.
Children simply copy what they see and hear around them, but a bad reflection on uk society.
