ROGUE landlords and transient tenants are clogging up Westcliff’s myriad of alleyways, leaving volunteers to clear more than 100 bags of rubbish a month.

Flytipped mattresses, car parts and tables, mean dog walkers cannot use six walk-throughs in Westborough Ward, the water board cannot reach drains and residents cannot exit their homes from the rear.

Property owners, many of them landlords, are failing to fulfil their responsibility to keep these alleyways clear, leaving Westborough Community Association to collect more than 500 bags of rubbish, over 15 separate day blitzes, since September.

Chairman David Webb said: “Tenants keep dumping rubbish in the alleyways when they are moving out. You can’t get to the back of your property.

“It attracts rats and foxes.

“Anglia Water couldn’t get to a manhole cover down one alleyway.

“And if there was a fire at the front of your property, you couldn’t escape out the back.”

Only one of the problem alleyways has so far been adopted by Southend Council, so the owners of properties backing onto them have responsibility to clear them.

The area has a high proportion of rented properties and Mr Webb along with ward councillors have accused short-term tenants of dumping bulky items over their back fence, rather than taking them to the tip or paying the council to collect them.

Well done to the Westborough Community Association! We need to get more local residents to help with these alley clearances, and improve our ward environment.
Landlords can raise the value of their properties, if the area is clear of rubbish!

this is the councils responsibility..

well done those that did the good deed but the council and environment agency are responsible for environmental protection and fly tipping clearance.

its what you pay tax for...

Well done to all involved as it's about time Westcliff had an almighty clean up and pride restored to the area. The house on Hamlet Court Road, next to the car-park, always has rubbish outside it and it looks an eye sore where all the litter etc is thrown over the railings where the wild budlias grow through the concrete. Such a shame, as Westcliff must have been amazing when it was first built and people cared about where they lived.

Sorry jayman you are wrong, these alleys are private property, there are only 5 WIDE alleys in Westborough the council are responsible for, find them here complete with the email from council

The no goods doing community service should be doing that & picking up dog muck in all areas not just W.O.S well done to the people who done the job !!!

WCA tried that, the community payback persons were at one clearance, ask your local councillors how they performed.
They are not allowed to get their hands dirty it would seem, the poor dears were well protected by their minders, "can't pick that up it is a nappy" and so on. Cllr Martin Terry was there I am reliable informed.
