Essex Police want to speak to Graham Stockdale, 43, of no fixed abode in connection with a racially aggravated assault and an incident of criminal damage in Basildon.
A man in his 50s was assaulted in Shepeshall on March 8 and a car was damaged.
Mr Stockdale is described as white and around 5ft 9ins tall.
He is known to frequent the Laindon Shopping Centre.
