The deal between developers and entertainment company Paramount to build a £3.2bn theme park near Dartford has collapsed.
The resort on the Swanscombe Peninsula, just half a mile across the Thames from Thurrock, is planned to occupy an 872 acre brownfield site and include 5,000 hotel rooms and a water park.
The developer, London Resort Company Holdings (LRCH), announced it was ending its agreement with Paramount insisted it would still be submitting a planning application in November.
The park is due to open on the peninsula in 2022 if a Development Consent Order is approved by the government.
The park was planned to have more than 50 rides and attractions based on films and TV programmes to which Paramount has the rights.
Humphrey Percy, chief executive of LRCH, said: "We are working closely with the local authorities, landowners and local community, as well as our other stakeholders, and we very much look forward to showing our plans to the public as part of our final stage of consultation prior to submitting later this year."
